As soon as it flowers start reducing water and by the time the pepper is ripe it should be growing in pretty dry and hot conditions. This way the plant gets lots of leaves and roots so that the peppers get to grow well. You could also pinch off all but 2-3 peppers to let the plant focus its energy on them. Back when I grew peppers I consistently grew super hot cayenne and habanero. Tons of flavor and heat. Just be sure to not let the plant wilt.
